A Community Treatment Order (CTO) is a comprehensive plan of community-based treatment, care and supervision for clients who suffer from a serious mental disorder who stabilize with treatment in the hospital, and after discharge stop treatment, care and supervision resulting in a relapse of illness and readmission to a psychiatric facility.
